Public Swimming Pools and Spas

To protect the public health the department has adopted sanitation and safety standards for public pools, spas, wading pools, interactive water features, and special purposes pools in Chapter 64E-9, Florida Administrative Code, and enforces those rules through the issuance of operating permits and inspections.

An operating permit is required to operate any of the facilities mentioned above. Plan approval by the health department and the local jurisdictional building department is required prior to obtention of the permit. The operating permit is valid for one year. The permit year starts on July 1 and ends on June 30.

Florida Department of Health in Miami-Dade County is also one of 13 counties that have a Professional Engineer on staff to review construction plans for new pools as well as modifications to existing pools. Our inspectors ensure that the work is completed according to the approved plans before any permit is issued.

Engineering Section

Miami-Dade CHD is accepting initial operating permit, modification, and resurfacing applications digitally via email at MDCHDEngineeringTeam@flhealth.gov. Follow the below instructions for application submittals:

  1. New Construction: Applicant shall submit required documents including all information required by Section 514.031(1)(a). Required documents include a complete DH4159 Swimming Pool Application, set of construction plans and specifications, and the required fee.

 

  1. Modifications: Applicant shall submit required documents including all information required by Section 514.031(1)(a). Required documents include a complete DH4159, a set of plans outlining the scope of work to be completed, and the required fee.

 

  1. Resurfacing: Applicant shall submit a completed DH4159-R Notice of Resurfacing form via email.
